Strengthening property rights and ensuring the sanctity of contract are the basic building blocks of economic prosperity. We promote them not because they are magic, self-regulating, or represent the supposed triumph of "neoliberalism" or anything like that. We promote them because they are what civilized nations do.

The NYSE panel says the part of the doctrine that lives in the legal architecture column. Property rights. Sanctity of contract. The conditions capital reads before it underwrites. Without them, no DFC product, no Pax Silica project, no Economic Security Zone gets to commercial close.

Orr''s framing matters because it is not ideological. The argument is operational. Capital takes positions where the rule set is durable. Host countries that want capital have to make the rule set durable. The doctrine''s "rules host countries can defend" is the same idea read from the partner side of the table.
