Treasury welcomes the first S&P Global reference prices for five critical minerals — and ties them to a proposed Agreement on Trade in Critical Minerals with border-adjusted price floors among trusted partners.
Transparent, market-based pricing is essential to attracting the private capital needed to build secure, resilient, and diversified critical mineral supply chains. A benchmark price is not a mine, and Treasury’s statement claims nothing more than what it welcomes: S&P Global reference prices for gallium, germanium, tungsten, antimony, and neodymium-praseodymium — five minerals where price discovery has been thin enough that non-market supply could set the terms. But the statement’s second half is the architecture. Treasury ties the benchmarks to a proposed Agreement on Trade in Critical Minerals: phased-in, mineral-specific price floors adjusted at the border, built on common standards among like-minded trading partners, following G7 ministerial discussions and action plans with Japan, Mexico, and the European Union.
That sequence — first a credible price, then a floor defended at the border, then a standard shared by allies — is market design as statecraft. The doctrine’s critics tend to frame it as subsidy; this is the opposite move, building the market infrastructure that lets private capital price a distorted sector honestly. The U.S. Trade Representative issued a parallel statement the same day naming border-adjusted price floors as the destination, and the polysilicon proclamation the day before had already put the same price-floor mechanism into binding effect for one commodity. The pattern is legible: reference prices are the survey stakes for a managed market perimeter.
